Pier Footing Design for Solar Panel Ground Rack Support

We currently have a preliminary design for a ground rack supporting solar thermal panels utilizing concrete pier footings. I'm trying to determine the correct design approach to come up with adequately sized footings to resist uplift due to wind loading (in Florida). So far we are trying to use a shallow footing of no more than 24" in depth. Footing design will ignore frictional resistance due to soil load because no geotech survey is available (so DL only).
I have come across others in the industry using safety factors of 1.5 or greater when determining footing size and wanted to verify what the correct FoS is and what governing spec/code it comes from. Can anyone point me in the right direction?
