In the 'Actual Cost' I have to consider the value of the sub-orders issued, or the value of the sub-orders already invoiced only?

Most companies that I've worked for consider orders placed as actual liabilities, since the cost must be realized unless the order is cancelled.

Sometimes your contract specifies what you can call actual cost or work-in-progress value.
