I am trying to design an elevated two slab that will be used for parking. Is it possible to design a two-way slab that is sloped about .25/12 for drainage. I would like to keep that slab a uniform thickness throughout. Does any one have any suggestions about how to go about designing this slab? Can it be designed as a normal two way slab? Any advice about what to do would be helpful. Thank you.

As a structural engineer, I don't see why not. Thge concrete forming contractor will love you... :)

No special design. Just slope the formwork, and that is not difficult either.

If I design it like a normal two-way slab. Do I have them bend the top rebar where the slope changes?

You didn't say anything about slope change in your OP. How much change? For slope changes, whether top or bottom, it depends on the direction of slope change. If convex, bend the bars. If concave, take the bars to the opposite side before bending. Typical reinforcement detailing. Never bend bars around a concave corner, as tension in the bars will cause popout of the concrete.

It will be two .25/12 slabs coming to a high point along the column strip.

At the 0.25/12 rate that isn't a significant change in the slab or reinforcement system. You could have the rebar fabricator bend the bars to suit the "kink" in the slab but depending on the bar diameters involved they may be able to chair up the bars without specific bends due to bar flexibility.
