can anybody explain the meaning of this requirement for valves "VALVES SHALL MEET QUALIFICATION REQUIREMENTS FOR HAND WHEELS HAMMER TEST AND TORQUE TEST AS SPECIFIED IN PAR. 6.4.9 AND 6.4.10 OF API RP 591"?

If you do not then find a complete answer or solution, present your results, try to suggest a way out and make your questions as precise and simple as possible.
This has helped me a lot.

6.4.10: This test is taking a sampling of handwheels and literally smacking them with a hammer (3 lb or 10 lb depending on valve size) and reporting what damage if any that it caused.
6.4.11: This test involves taking the valve handwheel and applying 3 times the recommended torque to it and reporting damage. So it's the "what happens when Big Bubba uses a cheater bar on the valve" test
