Does anyone have a welding proceedure they can share for welding AISI 347 (347SS) plate?

Not to share, you need to have your procedure qualified and then the welder certified. Typically a coupon is prepared using such a procedure with appropriate quality control(s), then the welder follows said receipe step-by-step to completion. The coupon is submitted for testing to a specification, to which the procedure and welder either pass or fail.

Wish it was as easy as looking up a weld procedure and then calling it good. You need to be aware of the engineering law in your particular region, I suggest starting there.

Try Carpenter Steel stainless handbook for a place to start. You should be able to find it online.
