Plate patch in a letal service process column

Plate patch in a letal service process column

(OP)
Because of a CUI problem, we have to replace a 300 mm width, along 180°C and 18 mm thickness SA 285C plate.

The process column works in two different temperatures ( from bottom to half of it is designed at 100°C, out of 285 C plate and the upper part at -25°C with A 516 Gr70 normalized plate).
It is a letal service column, with PWHT.

Vessel is 35000 mm high and 1500mm diameter .
The patch is at 17000mm elevation from bottom, material is 516 GR70 butt welded to the 285C original plate and 18 mm thickness.

Questions:
1) is there any welding porcedure that prevents the PWHT?
2) In case of PWHT , can it be done partially in two 90° parts? (of course with reinforced steel forms or plates for bearing and inertial reinforcement).

Regards
LCa
