I have to built a diffuser box out of AR 400 plate (1/4") , I plan on basing a procedure on AWS D1.1 , and making the required test samples for the PQR testing , based on what I read it appears that E7018 with preheat works fine , any comments

Yes, you are correct. This is weldable material. Watch your interpass temperature to avoid having too much heat input into the base plate. If you need more information on welding search the Hardox site or others for welding information for AR400 plate.

Also, use low hydrogen consumables. In other words, E7018 H4 as a minimum.

this material was selected for its abasive properties not so much for its strengh ,a porceder requires bend and tensile tests , any problems with bend test due to high hardness , or problems with tensile test , I would imagine tensile would fail much below tensile of the Plate

No, the tensile test should not be an issue for procedure qualification. You may need to modify the bend test to accomodate a larger bend radius to reduce the fiber stress so that a bend test can be performed. This is permitted in the code for materials that have reduced ductility. For the AR400 plate, because it is a quenched and tempered alloy steel plate, it should still pass the bend test without the need for a larger bend radius.

I have had success testing a procedure with the same type and thickness of material per D1.1. I was told it would not bend but it did fine on the appropriate fixture. You should not have any problems.
