Please I need clarifications on the major differences between storage tanks designed to API 620 and that designed to API 650 and scenarios where each can be selected.

Generally, if a tank falls under the scope of API-650, it would be preferable to design to that standard. That would include a flat-bottom cylindrical tank with pressure not over 2.5 psi.
