I am needing to attach a seal to ABS, the Seal material is still up in the air but rubber / silicone are very likely. Is there any chemical solvents that will hermetically attach ABS to Rubber or the like and hold while under 80psi of pressure?

Acetone and MEK are used to solvent bond ABS to itself. I imagine there is an elastomer that can be dissolved with these solvents, though I am not sure they are suitable for your seal application.
