In-dependency of QC department from executive departmnet

(OP)
Dear friends
I work in QA/QC Department for client in a project of constructing a Refinery Plant. Our main contractor
Hydro-test Group is going to be eliminated and their members will be distributed in different work areas under
supervision of Area Manager. Area managers biggest concern is getting progress also if it is possible by
neglecting QC matters. Therefore i'm looking for a phrase or a rule in different ISO standards about necessity
of in-dependency of QC personnel from administrative & executive personnel. can Anyone guide me to such a phrase or rule in ISo or other
international standards ?
Thanks for your consideration

That relationship needs to be identified in the project scope and approved by the end user or owner of the facility.

Does your company have an ISO qualified QC system in place, like ISO 9001 or ISO 3834?
