(OP)
We have a set of standard formats that are supposed to pull from the properties of the model to populate their fields. They don't work quite right and were created long before my time. We often create multiple sheet drawings with each sheet detailing a different part. Can anyone give me a good soure of information on how to set up a format?

Hope I understood your question!!
Create parameters in part/assm file and use parametric notes in drawing format in respective cells.
for example - in drawing you have title field in format. So create parameter as TITLE in part file and in the format file (*.frm) insert note in title cell as &TITLE.
