As per IBC, the Standpipe is required in any building only if the floor level of the highest floor is more than 9.14m from lowest level of fire department vehicle access. That means that if a building is 3 storey with 4m for each storey, the floor level of highest storey will be 8m and according to IBC Fire hose cabinet is not required. I have seen many projects where such buildings are provided with FHC's. Can anyone help in explaining this?

If you do not know the code , you cannot enforce it properly

Are most of these buildings sprinkled???

May be someone specifying it, even though not required

CDA is correct. I continue to review designs for fire protection is specified that is not needed. For example, I have about dozen 4-6 story apartment buildings where the fire alarm contractors will install manual pull stations throughout the buildings. Manual pull stations have not been required for over 3 years in buildings protected by either NFPA 13 or 13R sprinkler systems that activate occupant notification devices. In three of these buildings a fire protection engineer has prepared the designs and no pull stations. Some owners are paying $60-70K for pull stations, wiring and contractors they could spend on something else.

cdafd, Yes these buildings are sprinkled.
