Instead of having an edge of a body be subtracted by the fillet command, Is there a way to have the fillet command add to the surface outward? As if there was another surface on the edge. The body edge that I would like to fillet touches another body and I would like for the fillet to be inverse.

I haven't try this usable thing. An alternate option would be to switch over to sketcher wrkbnch.click on corner command. select the two lines.it will show u both the options(after placing the cursor to the position which u r going to corner) i.e inwardly as well as outwardly.
