B31.1 requires either 100% radiography or none depending on temperature or temperature and pressure. It does not require 10% RT on pipe not subject to 100% RT. Asuming that the 10% RT requirement has been defined in other contract specifications, it is up the originator of the specification to define the need for progressive sampling as required under ASME B31.3. If progressive sampling is not defined, the rejected weld must be repaired and re-examined.
