I know that NX8.5 support an intelligent support for rib, but we are on NX8, so I ask you which is the best method to create ribs like the picture attached.

There are plenty of ways to create it! Depends what the design intent is and what information you have. I would create a sketch from the top view and extrude it to the circular surface and whatever heigh you need.
