Fig. UG-34(a) shows a shell thickness (ts) & a head thickness (t) transitioning with a taper. I'm assuming that the figure points this out to show when the shell thickness is thinner than the head thickness, there must be a tapered transition between the two. It's not, however, stating that the shell thickness must always be thinner than the head thickness, correct? (ie ts=t is ok).
