just happened recently in my workshop my welder who is qualified to weld fcaw on a tank. make a DIY or makeshift auto fcaw machine to weld the circle seam. the torch is place on top of the tank tightly in place and the turning roller is controlled to desirable speed. it produced a good weld result with a nice uniform bead. But does this kind of thing allowed per the welders qualification??

Depends on the applicable Code of Construction.

Various codes which address welder performance qualification will speak to the differences and qualification variables of a welder vs. a welding operator, the latter of which typically has to either a) qualify using a machine/automated process, or b) somehow demonstrate proficiency or training with the machine/automated system when coupled with a manual or semiautomatic qualification. Some codes are more stringent than others.
