As per 2007 edition, 8.17.2.4.2 says the FDC shall be on the system side of system control, check and alarm valves (wet systems).

8.17.2.4.4 then says the requirements of 8.17.2.4.2 and 8.17.2.4.3 shall not apply where the fire department connection is connected to the underground piping.

This puzzles me. First, what underground piping - city main? Does it mean the connection does not have to be downstream of the system riser? Can the connection be between the system riser and fire line connection to the city main?

Depends

If you are talking wet system only, no fire pump

You can have the tap at the main for the sprinkler supply going to the building, and have a yard FDc between the tap and the building
Just have to out a check between the tap and the tee to the FDc, so the city main is not pressurized

If you have a copy of 13 or 20 it should have some yard FDc set ups

Also similar to a gang header where you have multiple risers off of it and FDc connection into the header, below all the riser valves
