I'm doing the design for a free-standing concrete waste block wall that is being used as a sound and privacy barrier. The wall will be supported by a footing.

The local code is the 2009 IBC. Do I design the wall as a non-structural component?

There are wind provision in ASCE 7-05 for solid freestanding walls.

RFreund,thanks for the article link. I used ASCE 7-10 chapter 13 to calculate the seismic load on the wall.
