Dear All,
I know that SS are better than HDG Steels.
But when we HDG steels can be used instead of SS, and when this substitution is no acceptable.
Is there any standard or common practice specially in oil and gas industry.

Not true at all. Stainless Steels are different. 304 is worse than HDG in certain offshore platform applications due high propensity to pit.

One must also consider venting for HDG. If vent holes are unacceptable in a certain application then the use of HDG is not an option.
