Outdoor 15kV Termination kits for insulated tape shielded cable - inverted or non-inverted?

(OP)
We are installing some 15kV cable outlined in my other post. I'm looking at some of the installations around the plant and see some of the skirts at the terminations are inverted, some aren't. I thought the direction was to deflect the rain but in some of our installations they won't do that...were they installed wrong in these cases? or is there some other reason?

Specifically we are looking at 3M part no. 7656SHSG4-54. Cold shrink, QTIII silicone rubber termination kits.

The cable will be going down to attach to the bus.
