Hello,
In the attached file there are two pictures show the problem I have, or the thing I want it to be done. I've added those two arrangements in the same draft. I want to position the dotted lines one on top of the original one so I can show that there is a range of 45 degrees the arm can rotate. Is this possible? Or is there any other way to get that done? I just want to show the range of the angle the arm can move.
It might seem easy in this case, because both of pannels have same boundries. But what about in complex cases?

I hope I could ask my question clearly.

If you go Edit - View - Align View, you will then need to select a point to match between the views. In your case lower left corner or something similar ( identical/ unchanged between the views), then pick the two views and finally select the option "Overlay".

No, not to my knowledge. One view can only show one arrangement.
