Bearing Plates for Internal Piping Supports

Bearing Plates for Internal Piping Supports

(OP)
I have a tank built to Applicable Design Standard API 650. My question is; does it require the use of bearing plates for internal piping supports or can piping supports be welded directly to the floor? API 653 in the reconstruction section for tank bottoms (Section 9) has many tolerances and requires the use of bearing plates for items welded to the tank bottom. I am inspecting the tank and usually write this up referencing API 653 Section 9. I guess technically I can let it go since this is not a reconstructed tank and if API 650 does not require them it is good to go. Am i missing it in API 650 or is it not referenced? (API 650 eleventh edition)
