Does brick veneer count toward overturning resistance?

Does brick veneer count toward overturning resistance?

I am designing a house that is wood framed and has brick facing from ground to roof all the way around. In determining what holdowns are required from lateral loads, I am hesitant to include the weight of the brick veneer as a resisting weight for overturning resistance because I don't know enough about how the brick ties are attached to the house. Will the brick be connected well enough to the wall that as the wall tries to overturn and uplift on one end that the brick will help reduce that overturning and uplift? I usually include the weight of the wall as overturning resistance (multiplied by 0.6) but am unsure as to whether or not to include the full weight of the brick veneer as well. Thoughts?

If the overturning is wind controlled, I would use it. B

ut if seismic controlled, I would not as you could lose the brick veneer during the seismic event.

With the missiles seen during a hurricane, I suppose you could lose the veneer in that circumstance too with a direct hit from a large object.

Brick veneer will help with overturning of the footings but not in reducing the required hold down forces in your stud walls.

So when figuring out your hold down capacities - don't use the veneer.
When figuring out the OT of the footing that supports the shear wall you can.

I don't use it for all the reasons mentioned above
