Have I properly used the welding symbols in the attached drawing to represent the side of the weld I want to join? When looking down from the top the "arrow side" is the one facing you correct?

No weld on the bottom side? Strange. If you did want welding on the opposite side, you would put a fillet weld symbol also on the top of the line, or else indicate by the all around symbol.
The symbol for the fillet weld should always have the vertical leg on the left side, at least that is the way I was taught.

I assume you have specified the (weld) tag width somewhere else (though apparently not in the sketch provided).

What you have said is misleading. The weld symbol above the line means the weld is on the far side, not on the top side.

Hokie is correct.
AS 1101.3 Graphical Symbols for General Engineering shows underneath is arrow side (near) and on top is other side (far)

Not sure what is trying to be achieved (like others this detail seems "non standard") and as stated by others to reflect what you have drawn, the symbol should be on bottom ("this side" cf "other side")and the straight part of the symbol should be on the LHS (in AU anyhow).
