As more and more of us get squeezed by these lean times I hear about some chemical companies that are cutting their onsite third party integrity inspection services and utilizing non-certified operators to conduct integrity inspections. Is this even allowed by any code or regulatory body? I would think not as it creates what some may consider a conflict of interests or bias. Any feedback or guidance on this is appreaciated.

Depends what you mean by integrity inspections. Do you mean UT and MPI?

I am primarily referring to UT inspections but that would also include MPI and PT. I am unable to find any regulatory requirements that would dis-allow this type of practice as long as you have some type of internal training program that certifies inspectors to a certain level.

You can have internally certified level II if tested and records kept by the company level III

You can have an ANST testedd level II.

is one better than the other as far as the actual testing.

Depends on the man behind the machine.
