This is a simple question, however, I'm not versed in the transportation industry...I'm a structural guy.
I am needing to turn an old basketball court into a parking lot and don't know where to find the requirements for stall size, turn around area, etc. The place is in Miami. Anyone have any documents or references they could point me to that I can use? It's a simple rectangular area.

If you have the Lindeburg civil engineering reference manual for the PE exam, it's in the Transportation chapter. The ITE Traffic Engineering Handbook has it too.

It's been a while since I've done anything in Miami-Dade County, but these should be close to the geometric requirements.
There are also options for 30 degree and 45 degree parking in most codes.
If you use 45 degree parking, you will need a minimum of 18*.707+24=~37 feet of width for two rows of stalls with a drive aisle in between.
Miami-Dade does have an option under redevelopment that will allow 7.5' wide stalls for compact parking. Do not under any circumstances use this width. It will create an ungodly mess. Developers take advantage of this option to get minimum parking requirements and every third or fourth parking spot is unusable.
