Dear All,

How should I Lap the rebars for vertical members for bridge well foundation, abutments and piers? what should be the lapping length? How the crank should be done on lapping? please refer any IS or IRC codes for it.

It doesn't sound like you're familiar with development length and splice design. Download the NYSDOT Bridge Manual; Chapter 15 discusses concrete reinforcement. A concrete design book might be useful too.
