I have an existing billboard that is 45' to top of sign. The sign dimensions are 10'x30'. The height of the pole is 35'. The length of the torsion bar is 34' from center of vertical pole. The torsion bar is cantilevered. The vertical pole is 36" in diameter and the torsion bar is 24". Our critical factor is the torsion created by the 155 mph wind load since the sign is located in Florida. I need help calculating the torsion on this sign. Any help would be appreciated.

Hire a local structural engineer.

You need to get ASCE 7-10 for definitions of loads. There's a figure 29.4-1, that defines sign loads.
As a word of warning, this is not an easy section to fight through, even for an experienced structural engineer. You might want to ask someone who's done this before to help you.
