In an text on motor bikes I read 'comes with a fully loaded dash'.
Can somebody tell me what this means?

A dash is also called an instrument panel.

and does 'fully loaded' mean that that the panel comes complete with all the instruments installed?

You are welcome. I would indeed assume that fully loaded would indicate a full compliment of instrumentation.
