For a heatpump project, I need to control the flow rate of hot water through a tube in tube desuperheater. Depending on the operating conditions, I need to regulate the hot water flow from 0.16 GPM to 1.5 GPM to heat it to 120°F. What are good ways to do this?

A control valve with equal percentage trim.

Thermostatic valves.
They come in various types, mixing valves are the most common, but you can also control one inlet flow based on the outlet temp.
No electronics, no external connections.

Thanks for the suggestions. No electronics is good. Could you suggest a specific control valve or mixing valve?
