I have a vessel (136"O.D.) that is being used as an Eye Wash tank (RV set at 60psi). There is no Data Plate on it so i plan on doing API 510 Sect. 7.7 However, i just had a long debate on whether or not it is included in API 510 with an Engineer. The question is, what does "cushion" refer to in this statement?

API 510 Appendix A
"6. A vessel for containing water under pressure, including vessels containing air, the compression of which serves only as a
cushion, when the following limitations are not exceeded:"

In a piping systems where the pressure is provided by PD pumps, tipically are generated pressure spikes on the pump cycle. These systems are typically provided with pressure dampers, relative small pressure containers connected to the pipe, where the gas is separated from the fluid by a bladder or membrane and absorbs the fluid pressure spikes as a gas cushion. Similar to the gas shock absorbers on sports cars. Google 'pump pulsation dampers'.

"I" would never want MY eyes exposed to 50 psi pressure!

Only 2-3 psi "wash" is needed to flush out particles or chemicals, but that flow should be continued over a long period of time, according to the eyewash standards in chemical protection/laboratory equipment sales catalogs.

The eyewash stations I've installed all reduced the pressure themselves through the eyewash and shower assemblies, the supply pressure to the eyewash stations was in the order of 60 psi.
