My question is, I have a ASME coded vessel with a 1" threaded coupling welded into the vessel for a drain. The client wants to unthread the existing nipple and thread a new 1" sch. 160 nipple and seal weld the threads. I have one guy telling me this is asme section 8 code work and one guy telling me it will be B31.3. What is the determing factor on this. I was taught on a vessel it was a code weld to the first bolted connection. This I'm really not sure on. thanks

Review VIII-1 U-1(e)(1) and B31.3 300.1.1(c).

U-1(e)(1)(a) refers to UW-13(h), and FIG UW-13.4. So, the weld between Div 1 and B31.3 is belonged to Div 1 or B31.3 ?

From the top of my head, based on 300.1.1(c) that would fall under B31.3.

You are right, the ASME VIII code jurisdiction ends at the coupling weld to the shell/head.
