So i have a repair on some piping coming off of the top of the steam drum on a Boiler. Is this considered BEP or sect. I? Do i need an R-Stamp for the repair??

Yes, you need an R-Certificate for repair.

Please correct me if I am wrong but the preamble to ASME 1 states the scope of jurisdiction of ASME 1 is the face of the first flange in bolted flanged connections and Boiler External piping (B31.1) starts at the face of the first bolted flanged connection.
Am I not interpreting this correctly ?

I was mistaken. Per Figure PG-58.3, it is Boiler External Pipe. It does not matter if welded to the nozzle or flanged per PG-58.3.1 (e).

Fully understand. I did not imply that that repairs were not subject to NBIC for Jurisdictions mandating NBIC.
