I have a beam splice connection I am designing with both major and minor axis bending. I've done quite a few with major axis bending only, but never with the addtion of minor axis bending. Can anyone give me some advice on how to decouple the moment into the bolts? Should I count on the bolts in the shear plate as well? Thank you very much for you help.

Attached is how I have assumed forces being distributed in the past. Torsion in the beam produces equal and opposite shears in the flanges. This combined with weak-axis shear split between flanges is what is represented in the first figure. For weak-axis bending, I assumed bearing on one edge of the flange and proportional shears on the bolts. You will have to decide if bearing is possible since you will likely have a gap between beam splices.
