For roof maintenance if a parapet is not constructed to be 39" or greater is the maintenance worker required to use fall protection due to it being a walking working surface that is considered unprotected?

When less than 6-ft of the 'edge' tie-off is mandatory. I would interpret the 'edge' to be either the outer edge or centerline of the parapet. I could defend my choice of 'centerline' easier than 'edge' when in an OSHA audit.

Low parapet equals 'no protection' in OSHA.
