Is it normal practice to apply a partial factor to normal operating loads when carrying out a buckling check on a member? The code suggests yes but calculations I've seen omit the partial factor.

BS 5950 is a limit state code. The lateral torsional buckling approach in BS5950 determines the lateral torsional buckling resistance of a member. I.e the limit at which LTB would occur. This is compared against the factored load.
I suppose someone may be trying to see what factor they might have against LTB?? Although for dead and imposed load the normal load combination 1.4 x dead + 1.6 x imposed.
