I am looking for documented information on DRY WASHING WELDS either OK to do so or NOT OK expecially with alloy piping. Please advise. Thank you

You cannot possibly mean remelting the weld because that would entail melting the weld metal, which means it is the liquid phase once again, i.e., it is "wet" not “dry”.
Now that I'm done messing with you, please read clause 8.4 of AWS D1.1-2010 and the Commentary, clause C8.4.1(4). AWS D1.1 is applicable to low carbon and high strength low alloy steels for structural application. What is permitted for those materials and applications may not be permitted for your application.
I see that you are asking specifically about alloy pipe, which infers you are working to ASME requirements. I believe it would be permitted only if the WPS was qualified using the same technique. Multiple thermal cycles can cause accumulative damage to some alloy systems. Therefore, if the technique is to be employed in production, the same technique should be employed when qualifying the process. While the applicable code may not specifically prohibit the practice, but I feel good engineering judgment should play a part in the decision to allow the practice or to allow it only after qualifying the WPS using the same technique.
