The maximum interpass temperature for production hardfacing cannot be exceeded per QW-406.4. Is it possible that when welding a multi-layer, (also multi-pass), weld continuously that the measurement of the interpass temperature does not apply?

No, that is the purpose for having an interpass temperature; to control or limit the amount of heat into a weld region.
