We have an 13.8kV isolated phase bus (delta) between our generator breakers on a 13.8kV bus that has single phase, 230kV secondary, transformers hooked to it (one per phase). We just got done testing the IPB and the power factor tests show good results. On tear down, the Electricians tell me they had blue gunk all over one of the HV bushings connected to a 13.8kV/480V transformer that is also fed via the IPB. The termination point was also covered in blue so it is not something being produced by the bushing (tested good too). The IPB feeds this transformer vertically. We tied the phases together at this transformer for our PF tests. My initial thoughts are moisture and we have had moisture issues with this IPB once before about 25 years ago due to failed seals. However, the PF tests are good and comparable to previous tests. I can only assume this was an old moisture problem that has at least temporarily fixed itself (probably due to being a dry year here). The bus is of course solid bus work that was placed into service in the late 60's. There is no sun shine at all at this location.

My recommendation is going to be seal replacement at all the joints, as a start, but wanted to verify I am on the right track.
