I'm looking for a steel type that has good weldability, good abrasion resistance, and good chemical resistance against Chlorides and Suplhates. Any suggestions about where to start?

Yes, look at T1 steel or abrasion resistant grades like AR400 or Hardox grades. These grades are weldable, formable, provide abrasion resistance and are used in the mining and hauling service industries.
