Which UG should I reference to determine how close I can place an eccentric hole in a head? Head is a cap welded inside end of 10" pipe the hole is a 2 1/2" diameter coupler that will be welded into head?

If it is single opening, there is no restriction. Please explain "how close to what", you want locate the nozzle?
