Reference dimension means no tolerance. The dimension is given only as a reference. For example: if you design a spring you give the active number of coils as a reference for the spring manufacturer so he can know how you calculated the spring but, he can play a little bit with actual active coil to meet the load and deflection tolerances because there are more important tolerances such as the spring wire diameter, the outside or inside diameter, rate, force, etc.
