Using carbon steel for a Sect. VIII Div 1, pressure vessel. Wondering if the slab number has to be recorded and kept?

No, unless it is the only means of traceability to the original heat number.

When plate lot testing is a requirement of the SA specification, the heat chemistry and individual plate number(s) tensile tests will also be required.
