What can I open a part in NX7.5 that was created in NX8?

There really is nothing that you can do to be able to open a NX8 part in NX7.5 . . . you can't go backwards.
As far as I know all CAD systems are this way.

You can however move the solid and surface models (less features and parametrics) within an NX 8.0 part file back into an NX 7.5 part file.

Open the part file of interest in NX 8.0. Go to...

File -> Export -> Parasolid...

...and then select the Solid/Sheet bodies that you wish to back-load into NX 7.5. Change the 'Version' setting to '22.1 - NX 7.5', hit OK, enter a file name and hit OK one more time.

Now open a session of NX 7.5, select...

File -> Open...

...and when the file 'Open' dialog comes-up change the setting on the 'Files of type:' to 'Parasolid Text Files (*.x_t)' (or whatever style of Parasolid file you chose to export). Now select the previously exported Parasolid file and hit OK and you will have an NX 7.5 file containing the unparameterized solid and sheet bodies from the original NX 8.0 Part file.

Now if you need to make some changes to these models, you can use the Synchronous Modeling tools to do so.

Newer versions of NX can always open older files, just open them normally. NX will 'convert' the file to the new format behind the scenes so it may open a little slower than normal. This process is most apparent when opening large assemblies (lots of files to convert). It is usually recommended to run the 'refile_part' utility when upgrading NX (search for the term 'refile_part' in the help files for more info).
