Hi everyone, just want to ask question about this section in ACI or UBC. Does the requirement in ACI about the transverse distance apply for dowels in the footing with the vertical re-bar? Do they have to be in contact or mechanically connected in higher Seismic Zones? Thanks for all the input.

Non-contact lap requirements apply also to dowels and vertical rebar. In high seismic areas mechanical splices would be required for larger diameter bars. Refer ACI 349-01, 12.14.
