What is the difference between epoxy & Quickcrete high strength grout?..can both products be used to anchor a rebar to concrete?

Epoxy is the most common adhesive to anchor reinforcing. Non shrink grout is not used much anymore and most testing is based on epoxy type materials.
However, if you have a certain strength you need to develop and it's a code application, you'll need an epoxy tested per ACI 308 and the embedment, edge distance and spacing designed to ACI 318, Appendix D. Not any old epoxy will have the necessary pedigree.
