Per SP001, you can use Leak Testing Method as a form of inspection in certain cases. They don't go into very much detail on the specifics of the different methods:

Gas Pressure Decay (includes vacuum decay)
Gas pressure soap bubble testing
Gas tracers (e.g., helium tracer)
Soil tracers (chemical marker)
Mass measurement
Level measurement
hydrostatic test

Some of these probably (I am assuming) requires the tank to be empty.

Is there some sort of guideance document for these "tasks"? One I am particularly interested in is the level measurement. What is the procedure for checking the level? How accurate does it need to be? How long do you have to monitor this without having any material transfers in/out of the tank?
