Um... without sounding too flippant, one is for use indoors, the other is for use outdoors. You can usually use an outdoor rated transformer indoors, but not the other way around. An outdoor transformer is designed to not be affected by weather extremes and exposure to rain, snow, sleet etc. An indoor transformer does not need to be designed for any of that, and isn't.
