4 x 150,000 BBL IFR tanks are proposed for a new methanol plant. Is nitrogen blanketting required for the vapor space or are circulation vents sufficient?

Depends on your tolerance for explosions. pipe

When there is a good breeze, there is a serious risk of the vapor-space fumes getting diluted to the explosive range. Same with drawing out a large percentage of the contents -- if you don't have a nitrogen system that can keep up with your pump(s), it will go explosive on cool days [not enough fumes to be too rich to burn]
